I have no idea about the composition, they seem like hardened chrome-moly as far as strength/hardness goes. They seem very well hardened, the drill was made TiN coated so it did well, but my 1/8" NPT tap was just regular uncoated HSS, and it barely cut this steel at all, that's probably why it went awry and went in at an angle, I wasn't very careful because most drilled holes tap very easily, this didn't. Be EXTREMELY careful when you start the tapping so it goes straight at first, that's the most important part. I'm almost 99% sure it's very high quality carbon steel, maybe someone else can chime in about the exact composition.
